Logically the nanny because the person is paid to look after the child
The parents in another sense could be partly blamed for not putting a guide around the pool since there’s a kid
However, I don’t think this is the time to allocate blames rather, as much we know it’s hard, still the family should be consoled in the fact that the child has gone to rest and learn a lesson from what has happened to prevent future occurrence.
