I think the government has a yardstick they use in the calculation. But they deduct it when you corporate bodies, businesses owners. For you working, its been deducted from your salary and remitted to the government by your employer. If an employer is not remitting then he/she has himself to blame. You can report your employer if they feel they are not remitting your tax in the proper way.
